I'm guessing that "sinister horse" is a representative of Denver's football team; Denver loves their football team. Heck in general, Denver loves their sports. The metropolitan area has one of the most extensive network of bike paths I've ever seen.

As far as the automated baggage transportation, this was a huge deal when they were building this airport and delayed it for quite a while trying to get it functional before they finally gave up. Considering how far warehouse automation has come in the 25 years since, I'm guessing it could easily be fixed or replaced now, but the will to do is missing.

When the city experienced its first snowstorm after the airport opened, the airport was so far out and the primary highway to get to it was un-plowed; essentially backing up air because some essential airport personnel couldn't even get to the airport to perform their jobs. I think most of the conspiracies were basically just unfortunate design decisions.
